The system is owned by the broadcasters. Broadcasters want two things: 1. For everyone to watch their coverage 2. For everyone to talk about it when it's not on.
DRS is, therefore, a roaring success. If it went about its job quietly, efficiently and without being noticed (like a good stumper), it would be an expensive waste of money.
It's perfect. It makes the big boys suffer like us village cricketers do ... now, uncovered pitches ...
